Why Your PPE Budget Keeps Leaking (And How to Stop It)
Last year, our PPE budget was up 11% again. We didn't add headcount. We didn't change jobsites. And nobody was stealing gear — at least, not that I could prove. It was just more expensive to keep the same people in the same safety equipment. If you're the person who signs off on that budget, the pattern probably sounds familiar.
When I first started managing procurement for a 140-person industrial contracting company, I assumed the answer was to squeeze suppliers for lower unit prices. I was wrong. Three budget audits later, I found that price per item was almost never the real issue. The real issue was what I couldn't see on a quote: replacement rates, compliance gaps, and the quiet cost of ordering the wrong thing.
I've managed our PPE spending for six years — roughly $90,000 a year, negotiated with 40+ vendors, and tracked every order in a cost system I built mainly because I kept getting burned. This article is the walkthrough I wish I'd gotten in year one.
The Real Problem Isn't the Brand
Raw material prices have gone up. That's real. But rising prices are not where I lost money. In a 2023 audit of every PPE invoice, I found over $14,000 in what I call spec drift — orders that looked correct on a computer screen but didn't match the hazard, the job site, or the person wearing the gear.
The most expensive cause was language. Specifically, coveralls vs. overalls.
Coveralls vs. Overalls: This Confusion Is Expensive
In North America, "overalls" usually means bib overalls — the pants with a bib and shoulder straps that you wear over a shirt. In the UK and in a lot of PPE catalogs, "overalls" often means coveralls: a one-piece garment covering your arms, torso, and legs. Same word, two completely different products.
I went back and forth between coveralls and bib overalls for our mechanics for a week. The supervisor kept saying "overalls." I ordered 60 pairs of bib overalls. What he needed was one-piece coveralls for welding and dirty maintenance work. The invoice was about $1,300. Return freight, restocking, and the time spent reordering added another $500. That's not a one-time oops — it's a $1,800 lesson in why product categories matter.
In safety buying, coveralls are one-piece garments designed to protect the torso, arms, and legs. Overalls (in the US sense) are bib-and-strap pants. If you're sourcing from a global brand like Portwest, check the product photos and the size chart carefully. International catalogs use the words differently, and that difference can cost you both money and compliance.
Where the Budget Actually Leaks
Once I stopped comparing unit prices and started tracking total cost of ownership (TCO), three leaks showed up in nearly every category:
- Replacement rate. A cheap glove or vest that lasts a month costs more than a slightly pricier one that lasts three. What matters is cost per wear cycle, not cost per item.
- Over-compliance. Buying higher-rated gear than the job requires. It feels safe. It also burns money.
- Seasonal mismatch. Issuing a heavy hi-vis outer layer to a July crew means it fails fast from sweat and frequent washing. That's not a product failure; it's a spec failure.
Here are two examples that changed my spreadsheets.
Work Boots: The Replacement-Rate Trap
I get asked about Cody James work boots and Irish Setter work boots all the time. Both have fans in our shop. I do not have brand loyalty. I have a spreadsheet that tracks when each pair is issued and when it's retired.
For years, we bought the lowest-priced boot that met ASTM F2413-18. The numbers said go with the $68 boot over the $89 boot. My gut said the $68 boot wouldn't survive our gravel and rebar. I went with the numbers. Six months later, I was ordering replacement pairs at full price. The $6 per-pair savings turned into $42 in extra spend over the year. My gut had been reading material quality. My spreadsheet had only been reading price.
Again: I'm not saying those boots are bad. But for our particular site conditions, the cost per wear hour favored the more expensive pair. That's the only number that matters in a TCO model.
Hi-Vis: Match the Class to the Task
Hi-vis clothing has its own quiet leak. ANSI/ISEA 107-2020 sets performance classes: Class 1 for low-risk settings, Class 2 for most road and utility work, Class 3 for high-speed or high-risk environments. Well-intentioned buyers put every employee in Class 3 just to be extra safe. That's like paying for a fire suit to hang drywall.
Our default for cooler months is the Portwest C472 hi-vis safety vest. It has the reflective trim crews need, layers well over a shirt, and meets the European hi-vis standard (EN ISO 20471). For summer, we switch to a Portwest high vis t shirt — same visibility, less heat stress, and much better survival rate because the crew actually wears it. That sounds kinda obvious, but it took a $14,000 audit to make it stick.
So when you see your PPE budget creeping up, don't ask "Which vendor is cheaper?" Ask: Are we buying the right class, for the right task, for the right season?
What I Do Instead: Total Cost Thinking
I've changed my procurement policy around four questions. They're simple, but they solve the problems that unit-price comparisons can't.
- What hazard are we protecting against? OSHA 29 CFR 1910.132 requires a hazard assessment before selecting PPE. That's the legal baseline and the logical starting point.
- What standard should the product meet? ANSI/ISEA 107 for hi-vis, ASTM F2413 for protective footwear, EN ISO standards for imported clothing. Don't guess. Read the label.
- What is the expected life cycle? If you don't track replacement dates, you cannot calculate TCO. Your procurement system should be able to tell you how long a SKU actually lasted in the field.
- Can one supplier fill enough of the range? Fewer shipments, fewer purchase orders, and fewer spec errors. That's not vendor loyalty; that's freight math.
Portwest shows up in that equation because the range is broad — vests, t-shirts, coveralls, cold-weather gear. I don't buy everything from one brand, but when I can consolidate 70% of my PPE with one supplier, my freight cost per order drops. That's real money.
The cheapest product is the one you never have to buy twice. But you'll never know which product that is unless you track total cost, not just the sticker price.
The "cheap" option is not cheap if it fails, gets ignored, or gets ordered twice. The right option matches the hazard, meets the standard, and survives long enough to be worth its price. That's how you stop the leak.
