I Review PPE for a Living. Here's Why Small Companies Get It So Wrong.
The call came in on a Tuesday morning. A site manager from a family-run construction outfit—12 people on payroll, 8 on the job that day.
"We got dinged in an inspection," he said. "Our hi-vis vests don't pass Class 2. I bought them last spring from a supply store. They looked fine to me."
He wasn't careless. He just didn't know what to look for. And that's the most common thing I see in my work.
What I Actually Do
I'm a quality compliance manager at a PPE distribution company. I review every piece of safety equipment before it goes into our catalog and before it ships to customers—roughly 200 unique items a year. Over the last four years, I've dropped products, rejected batches, and sent suppliers back to the drawing board more times than I care to count.
In our Q1 2024 quality audit, we rejected 7% of first deliveries because the specs didn't match what we approved. And in my experience, the companies that run into the most trouble aren't the ones with tiny budgets. They're the ones without a buying framework.
The Problem Isn't What You Think
Small business owners tell me all the time: "We can't afford the good stuff." They assume quality PPE is for companies with procurement departments and six-figure purchase orders.
Here's what that assumption actually costs.
A 10-man crew buys "budget" work boots at $65 a pair—$650 total. Great, they saved $50 per pair against the $115 boots they should have bought. Except the soles start separating in five months. Now they reorder (ugh): another $650, plus $180 for rush shipping because the crew can't be without boots. Then on a separate job, an inspector flags their vests for missing reflective striping. That's a $4,000 delay while they sort it out.
Total cost of "saving": about $5,500, on a purchase that should have cost $1,150 upfront. That's not a budget problem. That's a buying process problem.
Why This Keeps Happening
I've thought a lot about why small companies keep falling into the same trap. Here's what I've landed on.
1. The industry talks over your head
Most PPE content is written for people who buy in bulk. It assumes you know the difference between a Type I and Type II hard hat, or why a welding jacket and a workwear jacket are not the same category.
But if you're running a crew, you don't have a certified safety specialist on staff (why would you?). You search for "work boots for men" and you get results from $40 to $200. Nothing tells you which ones meet ASTM F2413-18—the standard for impact and compression protection. So you compare prices. That's the only variable you have to compare.
2. "It's basically the same" is a dangerous phrase
I hear it a lot: "Isn't this cotton coverall basically the same as that one?"
No. It isn't. Take the Portwest S998 cotton work coverall. It's a well-built lightweight coverall—snap front, two chest pockets, breathable cotton fabric. Perfect for painting, general maintenance, warehouse work in warm conditions. But it's not flame-resistant. If your crew does grinding or welding, you need an FR-rated coverall. 3. There's no verification step
Big companies have safety committees and compliance checklists. The owner of a small business has a memory of what they bought last time.
I learned this one the hard way. In 2022, I assumed "same specifications" meant identical results across vendors. Didn't verify. Turned out each supplier's interpretation of "hi-vis" was different—one used ANSI Class 2 reflective tape, the other barely passed Class 1. The defect sat in our warehouse for weeks before anyone noticed.
We didn't have a formal verification process then. It cost us, both in money and credibility. Now every contract I write specifies the exact standard number, not just the product name.
The third time a customer called saying their previous supplier's gear had been flagged on a job site, I finally wrote a simple spec-sheet template for our clients. Should have done it after the first time.
What This Costs You (Beyond the Obvious)
Let's talk about the real price of getting PPE wrong.
Non-compliance. OSHA's PPE rules (29 CFR 1910.132) require employers to provide gear that fits and is properly maintained. The maximum penalty for a serious violation reached roughly $16,000 in 2024, and it adjusts upward for inflation each year. A single inspection can stack multiple violations before lunch.
Injuries. This one's uncomfortable to talk about. A worker in boots without impact protection catches a falling beam wrong. A worker with the wrong gloves loses a finger. The insurance claim and the hospital bill are one thing; the human cost is another. I've read too many accident reports where the gear was "sort of" right.
Turnover. Here's the one people don't expect. Buy cheap, uncomfortable PPE and your crew notices. They complain. They quit. The Center for American Progress famously put the cost of replacing a skilled worker at 150-200% of their annual salary. In construction, that's $60,000 to $100,000 per person. The uncomfortable boots that saved you fifty bucks could end up costing you a key employee.
The double-buy. The cheapest option is rarely the cheapest. Buy the wrong $45 boots, replace them in five months with the right $110 boots, and you've spent $155 plus time plus frustration. The right gear costs less overall because it lasts.
How to Fix It (Without a Huge Budget)
Here's the good news: you don't need a procurement department to get this right. You need three things.
1. Buy from brands that document compliance
When you look at a product page, does it tell you the standard it meets? Or does it just show a photo and a price?
Brand pages for Portwest workwear jackets list the exact standard, fabric weight, and sizing details. Same for their coveralls, boots, and head protection. That's not a luxury—it's a requirement. If a product doesn't say which standard it meets, it probably doesn't meet one.
2. Match the gear to the task, not the category
Write down what your people actually do. Then match each task to a standard:
- Falling objects → hard hat meeting ANSI Z89.1-2014 (Type I for vertical impact, Type II if lateral impact is possible)
- Impact on feet → boots meeting ASTM F2413-18 with toe and sole protection
- Cuts and punctures → gloves rated under ANSI/ISEA 105
- Eye hazards → safety glasses marked Z87+
If the task involves hot work, buy FR-rated coveralls, not cotton. If it's wet, buy rain gear. If it's general maintenance, then yes, a Portwest S998 cotton work coverall is a comfortable, sensible option. The point is to choose deliberately, not by default.
3. Build a checklist and check it twice a year
You don't need a safety committee for this. You need a spreadsheet with three columns: Hazard, Standard, Product (note to self: I really should finally turn that template into a public guide—I keep promising clients I will). Review it every six months and whenever a job changes.
And while you're at it: check your first aid kit. It's part of the PPE ecosystem, and it gets ignored more than anything else on site.
So, what is in a first aid kit that actually meets OSHA? The regulation at 1910.151(b) requires "adequate" supplies, and the de facto reference standard is ANSI/ISEA Z308.1-2021. A compliant Class A kit is supposed to include adhesive bandages in multiple sizes, gauze pads, antiseptic towelettes, burn treatment, hand sanitizer, medical tape, scissors, tweezers, a cold pack, and a CPR mask. I can't tell you how many job sites I've walked where the "first aid kit" was a dusty tin with three expired band-aids. A proper kit runs $40 to $80. There's no excuse.
There's something satisfying about watching a crew get properly outfitted. After all the trial and error, seeing people show up with boots that fit, vests that meet the standard, coveralls that breathe—that's the payoff. The gear fades into the background. The work gets done safely.
If you're a small operation, don't let anyone convince you that compliance is out of reach. It isn't. It's a matter of knowing what to ask for—and refusing to accept less.
