I Spent 6 Years Tracking PPE Costs. The 'Cheap' Options Were the Most Expensive.

Ask a site manager whether Timberlands make good work boots, and you'll get a confident answer. Ask whether Nike steel toe shoes are worth the price, and someone will tell you they're comfortable. Ask if a $9 high-vis vest from a discount store is as good as a $28 one, and most people will shrug.

I used to think in those terms too. Or at least, I did until 2022.

Six years and roughly $180,000 in tracked PPE spending later, I can tell you that whole approach is backwards. The question isn't whether a brand is good. It's whether the product is certified for the specific hazard you're exposing it to, and what it actually costs over its real service life — not just on the day you buy it.

Why the cheapest gloves are the most expensive thing you'll buy

In early 2022, I approved a purchase order for 40 pairs of men's leather gloves from a discount supplier. They were $7.50 a pair. The same style from our usual safety distributor was $16. I thought I was being clever.

Two weeks later, 14 pairs came back with split seams. One of our guys on a metal-handling site had a glove fail mid-shift — no injury, thank god, but we had to pull the whole batch. I placed an emergency order at full price with expedited shipping. The "savings" turned into a net loss of about $340 within a month. I still have the spreadsheet.

Here's what I didn't understand then, and I suspect a lot of buyers don't understand now.

From the outside, a cheap leather glove and a certified leather glove look nearly identical. Same color leather. Same stitching pattern. Same rough size. The differences are invisible unless you dig into the spec:

  • The leather thickness. A small difference in hide thickness significantly alters abrasion resistance, and you can't see that with your eyes.
  • The thread. Better gloves use stronger thread and tighter seam construction. When a cheap seam fails under strain, it fails all at once.
  • The certification. Industrial work gloves should carry an EN 388 rating (or an ASTM standard in North America). That rating tells you the abrasion, cut, tear, and puncture resistance. If a glove has no rating, it isn't PPE — it's just a hand covering.

That last point was the wake-up call for me. A worker on our site got a cut that needed twelve stitches, and the investigation found his gloves had no mechanical rating. They were labeled "general purpose," which in that environment meant no purpose at all. The medical paperwork, the site slowdown, the client's safety team breathing down our necks — that one incident would have paid for three years of proper gloves.

The oversimplified advice I hear everywhere is "always get three quotes." But that advice ignores the actual cost drivers: service life, failure rate, and compliance. Vendor A might quote 50% less than Vendor B, but if Vendor A's product fails at twice the rate, you're not saving anything. You're just prepaying for a headache.

The high-vis vest problem nobody warns you about

You'd think a high-vis vest is simple. It's orange fabric and reflective tape. How much can it matter?

More than you'd believe.

In Europe and the UK, high-vis clothing is governed by EN ISO 20471, which splits garments into Class 1, Class 2, and Class 3 based on reflective material coverage. A basic vest from a gas station is usually Class 1. Roadside work typically requires Class 2 or Class 3.

People search for "portwest high vis vest" because they want a known brand with a clear spec — and Portwest labels its high-vis range with the specific EN ISO 20471 class, so you know what you're getting. That's exactly the right way to approach it.

But I've also watched crews buy whatever was cheapest online because the product photos looked the same. And in 2023, a client's safety officer rejected our crew's vests during a site audit because they were Class 1 when the contract required Class 2. Four people sat idle for a full day while we sourced compliant vests.

The lost labor: just under $900. The replacement vests: about $160. The savings from buying the cheap ones in the first place: maybe $40.

You don't need me to do that math for you.

Work boots: stop asking about the brand, start asking about the spec

Let me answer the two questions that probably brought you here.

Are Timberlands good work boots? Some of their models carry proper safety ratings. I think the ones most people buy for work are probably not the certified models, though. If a boot doesn't carry an ASTM F2413 or EN ISO 20345 marking, it isn't a work boot in the regulatory sense. It's a rugged fashion boot.

Are Nike steel toe shoes worth it? Some Nike models are genuinely certified to the relevant standards. But the same rule applies: check the model's certification, not the logo. A steel toe cap without an impact and compression rating is just a sneaker with a hard insert. It might not protect against the loads your site requires.

I'm not telling you to avoid either brand. I'm telling you to flip your decision process. Determine the standard your site requires first, then buy products that meet it. If that happens to be a Timberland or a Nike model, fine — buy it. If it's a Portwest boot or a Haix boot, also fine.

What I've seen in our own procurement data: when you switch from brand-first to spec-first, the budget usually goes down. You stop paying a premium for a logo and start paying for certification and durability — which is what actually reduces your cost per wear.

What coverall reviews actually tell you

The search "portwest euro work coverall reviews" shows a healthy instinct. Portwest has been around for generations, and their Euro coverall is a legitimate industry reference point in a lot of facilities.

But here's the thing I've learned about product reviews generally. Most of them are written during the first week of ownership. "Seems well made. Fits true to size." That tells you almost nothing.

What you actually want is someone who wore the garment for ten months, five days a week, in a real workshop, and can tell you whether the zipper survived, whether the knees wore through, whether the fabric pilled. Those reviews are rarer than you'd think.

When I compared the negative reviews on the coveralls that perform best in our cost tracking, a pattern emerged: sizing runs slightly small. That insight was worth more than a hundred five-star reviews.

What finally fixed our PPE spending

After the glove incident and the high-vis audit, I implemented three rules. It wasn't a dramatic overhaul. But in the first full year, our PPE budget dropped by about 17%.

Rule 1: No unrated PPE. If a product doesn't carry the relevant EN or ASTM standard for the hazard, it doesn't make the approved list. That one rule eliminated most of our budget overruns and all of our compliance scares.

Rule 2: Calculate cost per productive hour. Take the price, divide it by the expected service life, and compare that number across options. The cheaper item almost always loses once you account for how long it actually lasts.

Rule 3: Standardize the supplier. A supplier with a broad product range — gloves, high-vis, coveralls, boots, glasses — makes compliance documentation simpler and gives you one accountable partner. This is why a company like Portwest, even when it isn't the lowest quote on any single line, tends to win on total cost.

Don't hold me to this as a universal market statistic, but I'd estimate the standardization rule alone accounted for maybe 5-6% of our savings.

A note for small operations

If you're buying five vests and three pairs of gloves, you might worry that suppliers won't take you seriously. In my experience, the good ones do. When I was starting out, the distributors who treated my $200 orders with respect are the same ones I still call today — when our orders are in the tens of thousands.

Small doesn't mean unimportant. It means potential.

The bottom line

The next time you find yourself asking "Are Timberlands good work boots?" or "Is this $7 pair of leather gloves as good as the $16 one?" — pause.

You're asking the wrong question.

The right question is: What is the total cost of this product over its full service life, and what happens if it fails?

According to OSHA's PPE requirements under 29 CFR 1910.132, employers are responsible for selecting PPE that properly protects employees from the specific hazards present. Not the cheapest PPE. Not the most popular brand. The right PPE for the hazard.

That one mental shift will do more for your budget — and your crew — than any discount code ever will.
